AVA Feedback to the QLD review of Biosecurity prohibited and restricted matter lists.

The AVA has submitted the following feedback via a survey response to the Queensland review of the Biosecurity prohibited and restricted matter lists, addressing concerns with the current definition of cats.

The Australian Veterinary Association (AVA) recommends amending the invasive animals list entry for “Cat” and revising the legislative definition of “Domestic Cat.”

There are four distinct populations of cats in Australia, defined by their degree of dependence and interaction with humans:
• Owned
• Semi-owned
• Unowned
• Feral

Although these populations overlap to varying degrees, each requires a tailored management approach.

Under the current Queensland biosecurity arrangements and the definition of domestic cat, mean that feral, semi-owned, and unowned cats are all considered invasive animals. This creates a problematic situation for veterinarians when treating semi-owned or unowned cats that are intended for rehoming.

The AVA recommends that the legislation be amended to align with the definitions outlined in the AVA Policy – Management of Cats in Australia, recognising the four distinct cat populations.
