Submission to the City of Hobart Dog Management Policy
12 Sep 2025The AVA has provided follow-up input to the City of Hobart on its Draft Dog Management Policy. We commend Council for considering our previous recommendations from April 2024 and for continuing to engage with expert veterinary feedback.
Our submission calls for the policy to be refined so it better reflects contemporary veterinary science and best practice in animal welfare. Key recommendations include:

Embedding the Five Domains of Animal Welfare throughout the policy.

Removing references to aversive devices and unqualified training sources, instead promoting positive reinforcement and veterinary-led guidance.

Defining sterilisation clearly and recognising both surgical and medical options, while distinguishing between permanent and temporary measures.

Replacing breed-specific legislation with behaviour-based approaches.

Ensuring public spaces and off-leash areas are sufficient and welfare-friendly.

Strengthening captured animal processes with safeguards for ownership disputes and domestic violence cases.

Involving veterinarians in community education and policy enforcement to ensure accurate, evidence-based guidance.
By adopting these changes, Hobart City Council can deliver a balanced and compassionate Dog Management Policy that protects the community and environment while prioritising the welfare of dogs.
